The friendly and working visit by the President of Burkina Faso last week in Berlin, Germany, has boosted cooperation between the two countries. A delegation led by the Foreign Minister of the Federal Republic of Germany, Heiko Mass, was yesterday 26 February 2019 at the Kosyam Palace. After closed-door discussions with Burkina Faso’s President, Roch Marc Christian Kaboré, G5 Sahel’s current chairman, Burkinabe Foreign Minister Alpha Barry and his German counterpart led a briefing. The head of Burkina Faso’s diplomacy said the talks focused on strengthening bilateral cooperation between Germany and Burkina Faso with “firm promises”.
A UN mandate for G5 Sahel
According to Minister Barry, terrorists operating in the Sahel region easily move from one state to another when military action is launched against them. In his opinion, this support from Germany will help Burkina Faso to fight against the infiltration of the attackers in the border areas. The exchanges between the Burkinabe head of state and the German envoy, Alpha Barry said, also focused on the general security situation of concern in the Sahel region. “We discussed the operationalization of the joint G5-Sahel force and the development projects to be implemented to support the military action,” he said.
Considered as one of the leading partners in the financing of this G5 Sahel force, Berlin was asked by the Burkinabe authorities who took the opportunity to reiterate their wish to see the status of this joint force evolve. “We asked our UN Security Council partner to advocate with other member states to convince them to grant the G5 Sahel force a mandate from the world organization. With chapter n ° 7 of the UN Charter, this force will have more legitimacy and financial means necessary for its integral operationalization “, faith of Mr. Barry.
Following the latter, the German Minister Heiko Mass first thanked the Head of State for the warm welcome that has been reserved since his arrival in Ouagadougou. For him, Germany and Burkina have long-standing ties of friendship and cooperation, and both governments have pledged to boost them since the regime change in November 2015. “We reaffirmed the availability of Germany to support the country of the upright Men with a view to helping it to cope with the worrying security situation with the multiplication of terrorist attacks in recent times. Burkina Faso can play an important role in the stabilization of the sub-region and we will provide financial assistance of 46 million euros, more than 30 billion CFA francs,
Journalists have raised concerns about the news. What are the measures taken by the Burkinabe government to ensure that innocent civilians are not affected during military operations? Minister Barry did not say in a nutshell: “In setting up the G5 Sahel force, there is a police component in charge of the judicial aspect of any action that could be taken as a result of troop intervention in an area. We benefit from the support of our European partners for the reinforcement of the capacities of the men in this direction “.
He added that the force operates in respect of human and humanitarian rights in the areas of intervention.
